POLITICAL AND ELECTORAL REFORMS

  • Federalism. We shall pursue via any legal process the shift to a parliamentary-federal system of government to avoid the vicious cycle of concentrating legislative powers and, to a certain extent, economic powers to highly developed regions of our country. The system will expedite the development of the entire country by unleashing the forces of constructive competition among the regions (states). It will give equal opportunities for every region (state) to grow and compete on its own to attain self-sufficiency, self-reliance, and self-governance. This is the ultimate meaning of local autonomy and decentralization.
  • Party-list Organization. We shall strengthen the party-list representation in Congress by ensuring that their representatives are marginalized themselves and categorized as one of the sectors he/she represents.
  • Automated Election. We shall perfect the biometric registration of voters and automated elections from voting to counting and canvassing of votes. We shall allow manual counting of votes when the people opt for it in a referendum called for the purpose of avoiding electoral cheating. We shall impose heavier penalties for election offenses. We shall guarantee the competitive participation of our people in all political exercises to ensure honest, orderly, and peaceful elections.

  • Sectoral Representation in the Commission on Elections. We shall pursue sectoral representation in the composition of the Commission on Elections to be nominated by the academe, professional, business, and a conglomeration of nongovernment organizations. We shall introduce a new electoral system to avoid disenfranchisement of voters.
  • Local Autonomy. We shall provide financial and technical assistance to the local government units, including the barangays, with the end view of making them self-sufficient and self-reliant in perfect accord with the idea of local autonomy and the principle of subsidiarity. We shall continue to ensure the access of the local government units to the capital market through the support of the national government in terms of loan facilitation. We shall strengthen the institutional and technical capacities of the local government unit to absorb additional resources and devolved duties and responsibilities through an intensive seminar program leading to their full competency.

ECONOMIC REFORMS

  • Energy Development. We shall reduce our oil dependence by developing our indigenous sources of energy to meet our domestic requirements. To this end, we support massive and/or offshore exploration of oil deposits in and around our country and within our economic exclusive zone. We shall continue to support the development and utilization of renewable energy. We shall explore other sources of energy such as solar, wind, and deuterium. As a necessary component of food production leading to food sufficiency and security, we shall maintain, sustain, and aggressively expand the irrigation program of all irrigable lands in the country, with the national government providing the necessary and adequate financial support.
  • Mineral Resources. We shall support the proper and responsible exploration and utilization of our country’s mineral resources with due regard to the needs of our economy and environment that must be protected at all times, in view of the impact of climate change. Our natural resources, which are in abundance, should be for the exclusive use and utilization of the Filipino people for their own good.

 

  • Food Sufficiency. We shall develop our agriculture for food sufficiency simultaneously with an aggressive industrial development program to meet our domestic requirements and eliminate the possibility of a food crisis. We shall protect our fisheries and marine resources in terms of aggressive financial and technical support. We shall export our surplus, which we must have to help maintain our international reserves. We shall make food available and affordable. We will augment the food terminal operations all over the country.
  • Steel Industry. We shall revive with the support of the government steel industry and manufacture its by-products for sea crafts, vehicles, weapons, appliances, agricultural implements, and similar products.
  • Sustained Economic Zones. We shall create more economic zones and growth centers to disperse economic progress throughout the country particularly in the most depressed and underdeveloped regions.
  • Infrastructure Development. We shall infuse more infrastructure projects with an emphasis on the establishment of the mass transport system, construction of more world-class airports and seaports, and construction of world-class superhighways/road networks, including the necessary diversion and by-pass roads that will connect the municipalities, cities, provinces, and regions in the country. We shall properly maintain and sustain our existing infrastructure and maximize its utilization to avoid the wastage of public funds. We will pursue the construction of the national railway system, which will dramatically promote tourism, trade, and commerce, increase agricultural productivity, hasten the industrialization of the rural communities, decentralize development, and decongest and de-pollute the urban centers, to name a few of its benefits.
  • Development of Tourism. We shall support the establishment of fascinating tourism facilities in every form and manner/variations in all Local Government Units to promote local tourism and make the country a world-class tourist destination.
  • Overseas Filipino Workers. As the dollar earner for our country, we shall protect at all times the rights of the Filipino Overseas Workers (OFWs) in their entitlement for habitable living quarters in the respective workplaces, in their entitlement for equal work for equal pay vis-à-vis the nationals in their host countries, standardization, and the enforcement of standard terms and conditions of their employment contracts. We shall establish an OFW investment and pension fund to secure their future and their dependents.

POVERTY ALLEVIATION PROGRAM

  • On top of the existing system of education, we shall pursue an innovative approach to the development of reading comprehension, literacy, and competitive mathematics skills for the next generation. We will base our education system in line with our own culture and traditions. We will not adopt other countries’ education systems, which are not applicable in our country. While other countries have their own educational system, we will also make our own system. We shall strengthen the national literacy program for those who were not able to earn an education due to their age and economic condition with the end view of providing those means to realize their aspirations. We shall instill in the minds of our people civic consciousness and social responsibility.
  • Job Generation. We shall continue to relentlessly develop our agriculture and vigorously pursue the industrialization of certain strategic areas in the country to create more jobs and ensure equal employment opportunities for all. As partners in nation-building, the national government and the private sector should jointly pursue and implement agro-industrial projects capable of generating employment.
  • Universal Health Care. We shall declare government hospitals and other medical facilities free for the poor and the indigents. We shall pursue a national healthcare program that will cover each and every Filipino family. We will initiate the formulation of a national preventive health care program that shall include medical trainings in advanced countries. We shall equip, by all means, the public hospitals with adequate and modern medical equipment and provide them with adequate support to ensure their efficient and effective maintenance and operations. We shall see to it that every municipality has a functional hospital. We shall integrate natural/traditional medicine into the national medical health program.
  • Universal Access to Information and Communications Technology. We shall ensure that all Filipinos have access to information and communication technology.
  • Sustained Cooperativism. We shall strengthen organized cooperatives, particularly the electric and water cooperatives, by enhancing their capabilities and re-orienting their values with a focus on honesty and integrity to manage and operate medium and large-scale corporate business ventures.

  • Micro-Credit and Livelihood. We shall provide every poor Filipino family and poor individual access to micro-credit at the lowest possible interest rate and longer repayment period to develop and operate small-scale industries and, where feasible, medium-scale industries, as well as those in agribusiness. This is to stop the continued proliferation of loan sharks. We shall promote the family not only as a basic social institution but also as a basic economic unit.
  • Sustained Skills Development. We shall provide, as an option, the necessary skills for the youth to meet the local and foreign demands for technical and vocational skills to make our country more globally competitive.
  • We shall expand the socialized housing program of the government to cover not only the employee’s government but also private sector employees, and more importantly, to provide homes for the homeless. We shall equitably distribute the housing projects of the national government to all the regions in the country.
  • New Communities. We shall create new communities in strategic areas in the country where we shall relocate the informal settler families with the aim of helping them to become player of progressive economy in their communities.
  • Water Supply. We shall provide water works system in all unserved and under-served sitios, barangays, municipalities and cities nationwide without exception. We shall conserve our potable water as our strategy to avert the looming global conservation and development program.

ECONOMIC FUNDAMENTALS

  • Fair Competition. We shall encourage domestic competition in trade and commerce, as well as, in service provisions. We shall oppose cartels and monopolies in all its forms and manifestations as anathema to the free-market economy a cornerstone in the development of our democratic life.
  • Rule of Law. We recognize that the rule of law is the highest gift that this government can give to its citizens, high and low, rich and poor. It is the equalizer among the citizenry. The law must apply equally to all regardless of social, economic, and political standing.
  • Maintained Liberalization. We shall encourage and support the liberalization of trade policies for pioneering industries in the best interest of our country with due regard to the protection and preservation of our national patrimony.
  • Maintained Privatization. Except for government-owned and controlled corporations, offices, and agencies providing basic services, we shall continue to privatize non-performing government-owned and controlled corporations to avoid the wastage of public funds.
  • Maintained Public-Private Partnership. In the genuine spirit of nation-building, we shall strengthen the partnership between the government and private sector to mobilize more resources for the implementation of infrastructure projects.
  • Social and Economic Equity. We shall give meaning and substance to the principle of social and economic equity, which is being pursued by the free world where benefits and services of the government for the governed are equally shared.
  • We shall encourage and provide technical and financial support for local inventions and innovations for agricultural development and industrialization. We shall give emphasis to the conduct of extensive research and studies on various fields of innovative technology. Those who will engage in invention will be given rewards and incentives.

SOCIAL REFORMS

  • Population Management. Because our greatest asset is our people, we shall review and rationalize the country’s population management program with the view to eradicating the poverty of our people while respecting the sanctity of human life.
  • Social Security. We shall expand the privileges of the employees of the government, including the retirees from the government service and those in the private sector, in terms of more benefits and services. We shall formulate a social security plan for the senior citizens and the handicapped who are not covered by any security plan. We shall also attend to the social well-being of our athletes and artists by providing for their health care and social services in terms of savings and pension plans.
  • Illegal gambling. In order to address the destructive effect of gambling, we shall adopt all possible ways to strictly regulate gambling to make sure that only those who have means may engage in gambling and not those whose means of livelihood is “the game of chance.”
  • We shall attend to the social and economic needs of those in the streets, young and old, particularly, the orphans and the aged, to put the vagrancy to stop. These less fortunate members of our society must be taken care of.
  • Women and children. We support the empowerment of women and take care of our children. We condemn, in the strongest possible terms, the abuses, exploitation, and trafficking of women and children. We shall promote the development of women and children in a healthy and safe environment. We will review and augment all existing laws and programs affecting women and children to ensure their social and economic well-being.

    BUREAUCRATIC REFORMS

    • Streamlining the Bureaucracy. We shall streamline and rationalize the bureaucracy by merging government offices and agencies with overlapping functions and responsibilities. We shall protect the civil servants in their workplaces, as well as guarantee their security of tenure. We shall continue to professionalize the bureaucracy to free it from the sway of political patronage. We shall sustain the meritocracy in the bureaucracy.
    • E-Government. We shall pursue the effort for the establishment of a National Information and Communication System that will connect all government offices and agencies with each other and provide the people easy access to government data/information, except the information that is considered classified due to national security. We shall update the global consciousness of people to adapt to new Infrastructure Technology that will create and promote effective governance. We shall promote efficiency and effectiveness, transparency, and accountability in the delivery of government services to the people with the aid of e-commerce.
    • Red-Tape. We shall make the practice of red tape a ground for dismissal from the government service and a criminal offense. We shall abbreviate the processes in the approval of business permits and the issuance of clearances and similar documents. We shall put up a one-stop shop for the purpose or its equivalent to facilitate government procedures and processes.

    FISCAL REFORMS

    • Fiscal Management. We shall guarantee that every peso spent by the government contributes to the attainment of the overall national development goals, and that the national government does not spend more than the revenue that it can generate and the obligations that it can ably settle and fulfill.
    • Balanced Budget. We shall continue to rationalize the budgetary requirements of the national government and the local government units to make sure that we do not spend what we are not capable of raising. We shall operate on a balanced budget to avoid budgetary deficit which is a manifestation of both political and bureaucratic anomaly. We shall support zero budget or any improved adaptation thereof.
    • Local Savings. We shall encourage the mobilization of local savings for the financing of infrastructure projects. We shall give incentives to local investors in the interest of national development. We shall strengthen the government’s savings rate, reduce, if not avoid, account deficits, keep our inflation and interest rates stable, and sustain trade reforms. With local savings, we can reduce the volume of foreign loan assistance.
    • We shall review our taxation system to conform to the economic condition of our society and promote efficiency in the collection of taxes. Tax reform will be applied to lessen the burden of the Filipinos who are engaged into small and medium scale of enterprises.

    LAND REFORM

    • Agrarian Reforms. We shall aggressively pursue the formulation and implementation of a new and better Comprehensive Agrarian Reform Program. We shall pursue the distribution of alienable and disposable public lands in favor of those who are entitled thereto by legal and historic rights, first and foremost. We shall promote the creation of more resettlement areas as a strategy for land distributors, making sure that the new landowners shall be partners of the government in food production in having a life of peace and prosperity.
    • National Land Use Policy. We shall aggressively pursue the formulation of a more concrete and responsive national land use policy delineating and determining, among other, from the public, private, and ancestral land/domains, suitable for the production of rice, corn, vegetables, fruits, high-value crops and for reforestation, and those suitable for industrialization, residential and commercial purposes. Any private land of not less than one (1) hectare which has been idle for seven years shall be the subject of lease by any interested party.
